The key priorities for the activities in the field of Healthcare and Pharmaceutics are defined by Goal 7 “Health Care and Pharmaceutics” of the “BSEC Economic Agenda Towards and Enhanced BSEC Partnership”, adopted in 2012.
The main activities are carried out by the BSEC Working Group on Healthcare and Pharmaceutics, established in 1996, to provide strengthening the cooperation in the area of public health and pharmaceutics, preventing the spread of infectious disease, exchanging experience in the health system in order to achieve standards of health and well-being, sanitary protection, etc. in the BSEC Member States and BSEC Region.
The principal mission of the Working Group on Healthcare and Pharmaceutics has been the implementation of the Action Plan for the period 2016-2018 which reflect the resolutions, decisions and the documents adopted by the Ministers responsible for the Healthcare and Pharmaceutics.
In addition, three Meetings of the Ministers in charge of Healthcare of the BSEC Member States were held in this area of cooperation, namely: in Athens, Hellenic Republic, on 29 September 2014; in Chisinau, the Republic of Moldova, on 5 June 2015 and in Moscow, the Russian Federation, on 28 June 2016.
The Ministers in Charge of Healthcare has approved and the Working Group on Healthcare and Pharmaceutics is working on how to establish a “Network for the Emergency Preparedness and Response, with the aim to ensure the exchange of information on health threats between the Member-States” and a “Memorandum of Understanding on Information Exchange and Cooperation in the Sphere of Quality Assurance of Medicines”.
The last meeting of the Working Group on Healthcare and Pharmaceutics was held online on 24 November 2021. The participants exchanged their views on how to outline the working principles and goals of the Working Group on Healthcare and Pharmaceutics in order to increase its effectiveness and efficiency. The next meeting will serve as an evaluation and review meeting in order to finalize the past activities and overcome the common challenges.
Based on the experience gathered during COVID-19 Pandemic, the participants discussed about ways to increase the capacity of joint and rapid response to emergency health situations among the BSEC Member States in cooperation with WHO Office in Istanbul.
The representative of the Republic of Türkiye proposed to open their national digital e-learning platform (DILES) for knowledge sharing for the use of the BSEC Member States.
