The key priorities for BSEC activity in the field of customs matters are defined by Goal 2 “Cooperation among the Customs and Border Crossing Administrations” of the “BSEC Economic Agenda Towards an Enhanced BSEC Partnership”, adopted in 2012.

The main activities are carried out by the BSEC Working Group on Customs Matters, in order to promote regional cooperation in the field of customs matters, which meets at its regular meetings at least once a year. Two Meetings of the Heads of Customs Administrations were held that adopted Declarations serving as guidance for the activities in this domain.

The Working Group has on its agenda a number of proposals and projects of interest to the BSEC Member States, such as: harmonization and simplification of customs procedures, exchanging experience on the Methodology of Time Release Study (TRS), improving customs operations and customs control in respect of goods for personal use moved in international E-commerce etc.
